Philosophical story: let "beggar" become an entrepreneur

A state-owned enterprise is a well-known local enterprise with nearly 300000 employees in its heyday; This enterprise was initially controlled by the military cadres who moved to the south. From the general manager to the foreman, it was all these workers and peasants; Although the variety and quality of products remain unchanged, the scale and output of enterprises are constantly doubling.

After the reform and opening up, the cadres of this enterprise have undergone a major shift; From the general manager to the foreman, all the old engineers and technicians have been replaced, and a group of old engineers and technicians around 50 years old have taken up leading positions; He took over the enterprise completely. However, these old engineers and technicians have bad luck. The enterprises they take over will have to face the market independently in a few years; As a result, this group of people lost their heads in the market and unexpectedly laid off nearly 150000 people in the enterprise due to the decline of benefits.

Under the Chinese complex of "serious illness and disorderly medical treatment", another group of young engineers and technicians in their twenties took over the enterprise; All the old engineering and technical personnel with administrative positions have become consultants at all levels. After this group of young people came to power, although the distribution system of cadres has been greatly tilted; Moreover, it is stipulated that leading cadres at all levels have the right to make direct personnel decisions, that is, those who do not like themselves can be directly laid off. However, this market economy also does not recognize people, and the iron fist system still cannot save enterprises; The enterprise has laid off nearly 100000 people because of the sharp drop in efficiency again, and the rest are all the people who are used by the backbone of each unit to maintain the name of the unit; The whole enterprise is on the verge of total bankruptcy.

In order to have a replacement for the dead after the enterprise went bankrupt, the superior leaders recruited a general manager publicly; He is Liu Liu, the city's beggar leader. These three fires are Zhawozi (arranging people), Xiakanzi (setting rules) and Zhandi (expanding), which are described as follows:

The first fire is to arrange all of his more than 1000 disciples into the enterprise. They are not here to rob others of their jobs; But to create jobs for others. These more than 1000 people enter the enterprise and are scattered to more than 150 secondary units; The unified caliber is called "Public Relations Department". These people can not only deal with banks and superior leaders, but also with sales customers and purchasing units. The talent and public relations ability of these people first turned all the previous loans of the enterprise into dead loans and all of them were written off; At the same time, a large number of new project loans came from PR.

People say, 'A hundred footed insect, dead but not stiff', although this big enterprise will go bankrupt; But the hard shell is still magnificent. If it is an ordinary entrepreneur, it must be the main body that will save the enterprise first; Liu Liu, on the other hand, saved the surface of the enterprise first according to the "Beggar's Principles", and used all the new project loans to save the logistics and auxiliary enterprises; As a result, these small amount of project loans actually made these auxiliary units have made great progress. The improvement of these units is actually to give the impression to the outside world that the enterprise is alive; Then we should strike while the iron is hot and add main project loans to invigorate the core subjects, of course, because of the external vitality support; The subject is really alive. Because this is the professional content of enterprise management, I won't go into details.

Just say these public relations personnel, they can make anyone public relations to be obedient; If you want to drink, they can drink with you; If you want to dance, they can still organize a dance to accompany you. With such public relations ability and public relations team, do you think this enterprise can survive in China.

The second fire is the reform of enterprise personnel system. All consultants retired; Because Liu Liu thinks that consultants are the worst thing, he will praise those who are good for him; If it is bad for you, oppose it. At the same time, it is confirmed that the three rights of the enterprise are independent, that is, the management team, the technical team and the operation team are the CIS; Personnel cannot have both and their incomes are independent; Even the technical title cannot be concurrently held. If you want to be a manager, you have no technical title; Even if you are a world-class expert or scholar, you cannot occupy the professional title and bonus of technical personnel; Either you are not a management cadre, or you do not have a technical title; You can only choose one of the two.

Although this fire has made the management cadres at all levels feel angry, it is due to the support of all employees and technicians of the enterprise; These cadres have to go home to get angry.

The third fire is to take advantage of the overall low tide of state-owned enterprises across the country to carry out low-cost expansion and high-level resource grafting; The enterprise has occupied a lot of cutting-edge and market.

It is precisely because of these three fires that a bankrupt enterprise suddenly becomes a new enterprise; The enterprise is profitable, and the result is to recruit people. Liu Liu wanted to bring back the laid-off workers from the enterprise, but the superior leaders disagreed; It is better to recruit social workers or migrant workers again than laid-off workers; Because laid-off workers are people who have such conflicts or disputes with leaders at all levels, these people are naturally the thorn in the heart of leaders at all levels; It's not easy to pull it out. Can you send it back. Liu Liu naturally did not need to offend his superior leaders for the laid-off workers, so he also promoted the enterprise.

Liu Liu is not stupid when the enterprise benefits are good; He hurriedly organized to participate in an EMBA class and instructed his more than 1000 disciples at the same time; A number of MBA classes have been held in the enterprise with public funds. It is precisely because of the rapid improvement of their academic qualifications that they will promote the development of enterprises faster. Now the enterprise has recovered to the peak of 300000 people, and the benefits are many times of the original; Of course, Liu Liu's annual salary exceeded one million in 2002 because of his meritorious service; He is now sprinting towards the world's top annual salary and believes that he will soon be the first in the world.

Later, after their experience spread, all enterprise leaders learned public relations and external high-level grafting; Nowadays, the leader of any enterprise should accompany him to eat, drink and play; But they just don't learn from the Beggars' Sect's small pot rice system, because Chinese people know that 'big pot rice' is good; The bigger the pot, the greater the interests of the power holders, so Chinese entrepreneurs will not really break the "big pot"; Nobody is willing to reduce their own interests. In addition, the more brilliant the Chinese people are, the more brilliant they will be; So many people have to make up one without brilliance. For example, our current senior political engineer is not with Chinese characteristics.

Although only the two methods of the three methods of the Beggars' Sect have been used, our enterprises have succeeded; Because the third method is only to mobilize the enthusiasm of the people, and Chinese enterprises can also succeed without the enthusiasm of the people; Because our enterprise depends not on the enthusiasm of the people, but on the enthusiasm of the power holders; In addition, the common people in China are subject to supervision, which is how to squeeze them; They still do their own business, because we are a nation that is subject to leadership.

哲理故事: 让“乞丐”当企业家

 


 

    某国有企业是当地的知名企业,鼎盛时期的各类人员达到近三十万;这个企业最初是由南下的军转干部掌控,从总经理到工长全部是这些工农干部;虽然产品品种和质量上不去,但企业的规模和产量却在不断翻番。

  改革开放后,这个企业的干部进行了大换班;从总经理到工长全部换成了老工程技术人员,一批五十岁左右的老工程技术人员走上了领导岗位;全面接管了这家企业。然而这些老工程技术人员的运气太差,接管的企业没有几年就要自己独立面向市场了;结果这班人在市场中昏头转向,竟然使企业一下子因效益下降而下岗近十五万人。

  在‘大病乱投医’的中国情结下,又一批二十多岁的年轻工程技术人员全面接管了这家企业;原来具有行政职位的老工程技术人员全部成了各级顾问。这批年轻人上台后,虽然从分配制度上对干部进行了大幅度地倾斜;而且规定各级领导干部都有直接人事决断权,即对自己看不顺眼的人可以直接下岗。然而这市场经济同样也是不认人的,铁腕制度依然还是不能救企业;企业又因为效益再次大幅度下降而下岗了近十万人,剩下的全部是各单位的骨干力量用来维持单位名称的人;整个企业处于全面破产的边缘。

  为了使企业破产后有个替死鬼,上级领导公开招聘来了一位总经理;他就是本市乞丐头目——刘流。这刘流虽然是乞丐头目,但却是西装格领的体面人物;在当地实际也是个有名的人物,统领着本地一千多丐帮子弟;与社会上各类人物都有往来,自然也是我们现代社会所称的‘神通广大’类人物。上级领导安排刘流来接管这家企业,实际只是想借机安排个替死鬼;既为地方清除一害,也为这家企业的领导人顶罪过。

  谁知这刘流这人竟然是管理天才,进企业就只是用了乞丐的三把火法;硬是把一个快要破产的企业救活了。

      这三把火就是扎窝子(安排人)、下堪子(定规矩)和打地盘(扩充),下面分别介绍如下:

  第一把火就是把自己那一千多弟子全部安排进企业。他们可不是来抢别人的饭碗的;而是来为别人打造饭碗的。这一千多人进企业,分散到一百五十多个二级单位;统一口径称呼为‘公关部’。这些人不仅能公银行和上级领导的关,而且还能公销售客户和采购单位的关。这些人天才的表演才能和公关能力,首先就使企业以前的贷款全部变成了死贷而全部核销了;同时又公关来大批的新项目贷款。

  人说‘百足之虫,死而不僵’,这个大企业虽然要破产;但硬壳还是宏伟的存在呀。如果是一般的企业家,肯定是会先救企业的主体;而刘流却按‘丐帮原则’先救企业的表面,把新项目贷款全部用来救后勤和辅助企业;结果这些不多的项目贷款竟然使这些辅助单位有了较大的起色。这些单位的起色,实际就是给外界的感觉是这个企业活了;然后再趁热打铁追加主体项目贷款来搞活核心主体,当然因为有外围的活力支撑;主体竟然真的活了。因为这是企业管理的专业内容,我就不展开细说了。

  单说这些公关人员,他们能把任何人公关到服服帖帖;如果你想喝酒,他们就能陪你喝酒;如果你想跳舞,他们依然能组织舞会陪同你跳舞.........。有这样的公关能力和公关队伍,你说这企业在中国能不活吗。

  第二把火就是企业的人事制度改革。所有的顾问全部退休;因为刘流认为顾问最坏事,对自己有利的就大加赞扬;对自己不利的就竭力反对。并同时确认企业的三权独立,即管理队伍、技术队伍和操作队伍分别为独联体;人员不能兼备,收入各自独立;就连技术职称也不能兼。你要当管理人员,就没有技术职称;哪怕你是世界级专家学者,也不能占用技术人员的职称和奖金;要么你不当管理干部,要么你就不要技术职称;两者只能选其一。

  这把火虽然使各级管理干部窝了一肚子火,但却因为企业全体员工和技术人员的支持;使这些干部们的火只有回家去发了。

  第三把火就是利用全国国有企业全面低潮之机,全面进行低成本扩张和高位资源嫁接;使企业对外占领了不少的尖端和市场。

  正是因为这三把火,竟然使一个要破产的企业突然成为一个新生企业;企业有效益了,结果是要进人。刘流本想把企业下岗的人要回来,但上级领导不同意;宁可重新招聘社会人员或农民工,坚决不能用下岗人员;因为下岗人员都是与各级领导有这样矛盾或那样纠纷的人,这些人自然是各级领导的心头刺;好不容易拔去了,还能再送回去吗。对此刘流自然也没有必要为下岗人员而得罪自己的上级领导,因而也就顺水推舟进行了企业的提升。

  企业效益好了,刘流也不傻;急忙组织参加了一个EMBA班的学习,同时指示自己那一千多弟子;全部用公款在企业内部办了多个MBA班。正是因为他们学历的快速提升,他们也就更快地推动企业前进了。现在这家企业又恢复到了三十万人的鼎盛,而且效益是原来的多少倍了;当然刘流因为有功,年薪早就在2002年就超过百万了;他现在正向世界顶级年薪冲刺,相信很快就会是世界第一的了。

  后来他们的经验传开后,所有的企业领导都学会了公关和对外的高位嫁接;如今任何企业的领导,陪同吃喝玩乐是首要职能;但就是不学丐帮的小锅饭制度,因为中国人都知道‘大锅饭’好;锅越大其权力者的利益就能越大,所以中国的企业家才不会真的打破‘大锅饭’;谁也不愿意把自己的利益减少。再加上中国人是头上的光辉越多,自己就越高明;所以很多人没有光辉都还要自己编一个呢,如我们现在的高级政工师不就是中国特色吗。

  虽然只真正地用了丐帮三法的二法,竟然使我们的企业都成功了;因为第三法只是调动老百姓积极性的,而中国的企业没有老百姓的积极性同样也能成功;因为我们的企业不是取决于老百姓的积极性,而是取决于权力者的积极性;再加上中国的老百姓服管,就是再如何挤压他们;他们还是照样地干自己的事,因为我们是一个臣服领导的民族。
