    陈天桥称，在成功投资锦天科技、《风云》团队创富神话引起广泛关注之后，很多游戏公司纷纷给盛大打电话，告诉盛大他们的游戏很优秀，数量之多、态度之热烈超出盛大的想象。盛大利用周日的时间专门开会决定启动“风云计划”，凡是用户数、规模、品质达到《风云》水平的，都可以直接投资一个亿以上的人民币。

    此前曾有消息称，盛大准备了20个亿的资金，专用于投资有《风云》水准的游戏和团队，造就20个亿万富翁。
