The situation of "one chief, four deputy and two assistants" of the General Staff has changed

As the military leading organ "organizing and leading the military construction of the armed forces of the whole country and organizing and directing the military operations of the armed forces of the whole country", the leadership of the General Staff has maintained the situation of "one principal, four deputy and two assistants" in recent years. At the end of last year, this situation was broken:

Wei Feng, the former chief of staff of the Second Artillery, and Lieutenant General were promoted to deputy chief.

This summer, Lieutenant General Cai Yingting, the former chief of staff of the Nanjing Military Region, was promoted to the post of deputy general general, thus becoming the youngest general at the level of the Zhengda Military Region at present, and also making the leadership of the General Staff further evolve into "one chief, six deputy and two assistants".

Among the six deputy commanders, Zhang Qinsheng was the commander of the military region, Ma Xiaotian was from the air force, Sun Jianguo was from the navy, Wei Fenghe was from the Second Artillery, and Hou Shusen and Cai Yingting were directly promoted by the chief of staff of the military region.

The last time the General Staff deployed 6 Deputy General Managers, it needs to go back to 2002. After that, the general staff maintained the structure of four deputy general managers. After strengthening the allocation of deputy general officers, the leadership of the general staff has five generals, becoming the most general among the four headquarters.

According to media reports, after taking office, Cai Yingting, on behalf of the General Assembly, signed a military-civilian integration development agreement in Beijing, and stressed that "military-civilian integration and innovative development strategic cooperation" is conducive to the military relying on the achievements of local economic and social development and promoting the military's combat effectiveness to achieve new results.

The resumes of the two generals at the level of the Zhengda Military Region resulting from this adjustment are not lack of similarities. Cai Yingting and Wu Changde have both joined the army since 1970. Both of them have experienced the career track of "grassroots forces - military commission headquarters - military region - headquarters"; This time, he returned to the headquarters as a deputy, and at the same time, he was promoted from the deputy military region to the level of the principal military region.

According to domestic media reports, Wu Changde, who has been engaged in military and political work for a long time, also served as the leader of the leading group of the military's pioneering and excellence activities after being promoted to the post of Deputy Director of the General Administration; As a member of the central delegation, he attended the celebration of the 60th anniversary of the peaceful liberation of Tibet.

After the "May 12" Wenchuan earthquake in 2008, Wu Changde, then director of the Political Department of the Chengdu Military Region, visited the Tangjiashan quake lake to direct the rescue.

Wang Hongyao, another general at the level of Zhengda Military Region, served in Jinan Military Region and Shenyang Military Region successively, and has been engaged in military political work for a long time; At the end of 2007, he served as the director of the Political Department of the Shenyang Military Region and became the general of the deputy military region; He was promoted to Lieutenant General in the summer of 2009, and served as the Deputy Political Commissar of Shenyang Military Region last summer.

Zhang Yulin, regarded as the "technical general" in the army, is the youngest general in active service. As early as 1988, he received a doctorate in engineering from Zhejiang University; His scientific research achievements have won many awards, and he has become a "Chinese doctoral degree winner with outstanding contributions"; In 2004, he served as the commander of the Jiuquan Satellite Launch Center Base (at the military level), and in 2008, he served as the president of the National Defense University of Science and Technology (at the deputy military level), and was promoted to the rank of Lieutenant General in 2010.

General Liu Zhenqi, the former deputy director of the General Political Department, General Chi Wanchun, the former political commissar of the General Armament Department, and Lieutenant General Zhu Fazhong, the former deputy director of the General Armament Department, withdrew from active service because they reached the maximum service age.

The chief of the intelligence department is often reused

Among the above-mentioned new recruits, Yang Hui, the 48-year-old former head of the Information Department of the General Staff, was promoted to the Chief of Staff of the Nanjing Military Region, thus becoming the first leader of the "post-60s" military region and one of the youngest deputy military district-level cadres of the whole army, which has attracted much attention at home and abroad.

In recent years, with the increasingly active military diplomacy, the head of the military intelligence department of the General Staff has increasingly appeared in the media. In May of this year, General Chen Bingde, member of the Central Military Commission and Chief of the General Staff, introduced to Mike Mullen, Chairman of the Joint Chiefs of Staff of the United States, that Yang Hui, who accompanied him, "can speak Russian as well as English", is a "bilingual talent" in the Chinese military and "contributes to counter-terrorism intelligence".

According to the reporter, in the past two years, the chief officers of the military intelligence department of the General Staff have mostly been seconded. In addition to Yang Hui, at the end of 2009, Wang Yongsheng, the former political commissar of the Third Department of the General Staff, was promoted to vice president of the National Defense University; One year later, Wu Guohua, the former head of the Third Department of the General Staff, was promoted to the post of deputy commander of the Second Artillery.

Cheng Tongyi, Deputy Political Commissar of the Beijing Military Region, and Chai Shaoliang, Director of the Political Department of the Chengdu Military Region, both served as members of the Central Standing Committee of the Communist Youth League in their early years. Among them, Cheng Tongyi is a famous writer in the army, who has written the long reportage "Good Eight Companies on the Nanjing Road" and so on; Chai Shaoliang has successively served as the Secretary-General of the General Administration and the Minister of the Organization Department. This "release" will also increase his resume in the military region.

Zhu Jinlin, deputy commander of the Lanzhou Military Region, served as commander of the Southern Xinjiang Military Region for 7 years and Xinjiang Military Region for 4 years, and was promoted to the rank of Lieutenant General in the summer of 2009; Hou Hehua, Deputy Political Commissar of the Shenyang Military Region, once served as Deputy Director of the Political Department of the General Armament Department and Secretary of the Party Committee of the Jiuquan Satellite Launch Center.

The former deputy commander of the Lanzhou Military Region, Lieutenant General Guan Kai, and the former deputy political commissar of the Beijing Military Region, Lieutenant General Yang Jianting, retired from active service because they reached the maximum service age.

Promote young generals without any restrictions

In this adjustment, Yang Xuejun was promoted to the post of president of the National Defense University of Science and Technology, and like Yang Hui, became the deputy general of the "post 60" military region in the army. As a "native doctor" trained by the National Defense Science and Technology University, Yang Xuejun has been engaged in parallel processing technology and software engineering research for a long time, and is the chief designer of Galaxy - Ⅲ; He was promoted to Major General in 2004, served as the Chief of Education of National Defense University of Science and Technology in 2007, and served as the Vice President since 2009.

One of the highlights of the above adjustments is that several young generals have experienced different positions in the headquarters and local forces for many times in recent years; The reuse was not unexpected, but it attracted public attention.

For example, Liu Yi, the new deputy commander of the Navy, has just served as the deputy commander of the East China Sea Fleet for less than half a year; At the beginning of 2010, he was just transferred from the Deputy Chief of Staff of the Navy to the post of Chief of Staff of the East China Sea Fleet.

Zhang Jianping, the new commander of Guangkong, was also the commander of Jikong for only half a year; At the end of 2010, he was just promoted from the Deputy Chief of Staff of the Air Force to the Deputy Commander of the Jinan Military Region and Commander of the Jikong.

Zhang Jianping's resume is legendary: he became the youngest regimental commander of the Air Force at the age of 27, and the youngest aviation division commander of the Air Force at the age of 36. In 1988, he led the Ministry to Tibet to complete the subject training under the plateau conditions, and served as the Chinese deputy general director of the "Peace Mission - 2009" Sino-Russian joint anti-terrorism military exercise. He had been in the military for 9 years. In May this year, he accompanied General Chen Bingde, member of the Central Military Commission and Chief of the General Staff, to the United States.

Zheng Qunliang, who took over as the commander of Jikong, was just transferred from the chief of staff of Shenkong to the deputy commander of Jikong at the beginning of this year. At the 50th anniversary of the National Day in 1999, Zheng Qunliang, then the division commander of the Air Force, piloted the J-8B fighter, served as the formation pilot, and led the team to fly over Tiananmen.

Dai Sujun, the new deputy commander of the Armed Police Force, was appointed as the head of the Xinjiang Armed Police Force at the end of 2008 (at the corps level), the deputy chief of staff of the Armed Police Force after the July 5 incident, and the head of the Logistics Department of the Armed Police Force at the beginning of 2010.

The former deputy commander of the Navy, Lieutenant General Zhang Zhannan, former deputy political commissar, Lieutenant General Fan Yinhua, and the former deputy commander of the Guangzhou Military Region and former commander of the Guangzhou Air Force, Lieutenant General Gao Shouwei, retired from active service due to reaching the maximum service age.   随着国防战略的调整，我国大批干部进入了领导岗位。

  总参“一正四副二助理”局面发生变化

   作为“组织领导全国武装力量军事建设、组织指挥全国武装力量军事行动”的军事领导机关，近年来总参领导层一直维持“一正四副二助理”局面。去年底，这一局面被打破：

    二炮原参谋长魏凤和中将晋升副总长。

    今夏，南京军区原参谋长蔡英挺中将升任副总长，从而成为目前最年轻的正大军区级将领，也使得总参领导层进一步演化为“一正六副二助理”。

   6位副总长中，章沁生曾任大军区司令员，马晓天来自空军，孙建国来自海军，魏凤和来自二炮，侯树森、蔡英挺则由大军区参谋长直接升任。

   上次总参配置6名副总长，需要追溯到2002年。其后总参多保持4位副总长的架构。此次加强副总长配置后，总参领导层已拥有5位上将，成为四总部中上将最多的一个。

    据媒体报道，履新后蔡英挺代表总参与北京市签订军民融合发展协议，并强调“军民融合创新发展战略合作”有利于军队依托地方经济社会发展成果，促进军队战斗力建设取得新成效。

   这次调整产生的两位正大军区级将领，履历不乏类似之处。蔡英挺、吴昌德均自1970年入伍，两人均经历了“基层部队———军委总部———大军区———总部”的任职轨迹；此番又回总部任副职，且同时由副大军区升任正大军区级。

   据国内媒体报道，长期从事军政工作的吴昌德升任总政副主任后，还兼任全军创先争优活动领导小组组长一职；并作为中央代表团成员，出席了西藏和平解放60周年庆祝活动。

   2008年“5·12”汶川地震后，时任成都军区政治部主任的吴昌德，曾亲临唐家山堰塞湖指挥救援。

   另一位正大军区级将领王洪尧，曾先后服役于济南军区和沈阳军区，长期从事军队政治工作；2007年底任沈阳军区政治部主任，成为副大军区级将领；2009年夏晋升中将，去年夏任沈阳军区副政委。

   被视为军内“技术型将领”的张育林，是现役最年轻中将。早在1988年，他即获浙江大学工学博士学位；他主持的科研成果多次获奖，并成为“有突出贡献的中国博士学位获得者”；2004年任总装酒泉卫星发射中心基地司令员(正军级)，2008年任国防科技大学校长(副大军区级)，2010年晋升中将。

   总政治部原副主任刘振起空军上将、总装备部原政委迟万春上将和总装备部原副部长朱发忠中将，因达到最高服役年龄而退出现役。

   情报部门主官多被外调重用

   在上述履新者中，48岁的总参情报部原部长杨晖升任南京军区参谋长，从而成为第一位“60后”大军区领导和全军最年轻的副大军区级干部之一，因此备受海内外关注。

   近年来，随着军事外交日益活跃，总参军事情报部门负责人日益见诸媒体。今年5月，中央军委委员、总参谋长陈炳德上将访美时向美军参谋长联席会议主席迈克·马伦介绍，陪同的杨晖“俄文也行，英文也行”，是中国军队中的“双语人才”，并且“为反恐情报做出贡献”。

  据记者了解，近两年总参军情部门主官多被外调重用。除杨晖外，2009年底，总参三部原政委王永生升任国防大学副校长；一年后，总参三部原部长吴国华升任二炮副司令员。

    北京军区副政委程童一、成都军区政治部主任柴绍良，早年均曾担任共青团中央常委。其中程童一是军内的著名作家，著有长篇报告文学《南京路上好八连》等；柴绍良则先后担任总政秘书长、组织部部长等，此番“外放”也将增加其在大军区任职的履历。

   兰州军区副司令员朱锦林，曾任南疆军区司令员7年，任新疆军区司令员4年，2009年夏晋升中将；沈阳军区副政委侯贺华，曾任总装备部政治部副主任、酒泉卫星发射中心党委书记。

   兰州军区原副司令员关凯中将、北京军区原副政委杨建亭中将，因达到最高服役年龄而退出现役。

   拔擢年轻将领不拘一格

   在此次调整中，杨学军升任国防科技大学校长，与杨晖一样成为军内“60后”副大军区级将领。作为国防科技大培养的“本土博士”，杨学军长期从事并行处理技术和软件工程研究，是银河-Ⅲ总设计师；2004年晋升少将，2007年任国防科大教育长，2009年任副校长至今。

   上述调整的一大看点是，数位年轻将领均在近年多次经历总部和地方部队不同岗位历练；此番被重用并不出乎意料，但却备受舆论关注。

   如新任海军副司令员刘毅，刚担任东海舰队副司令员不过半年；而在2010年初，他刚由海军副参谋长调任东海舰队参谋长一职。

   新任广空司令员张建平，此前担任济空司令员也仅半年；2010年底，他刚由空军副参谋长升任济南军区副司令员兼济空司令员。

   张建平的履历颇有传奇色彩：27岁时成为空军最年轻团长，36岁时成为空军最年轻航空兵师长，1988年率部进驻西藏完成高原条件下的科目训练，担任“和平使命-  2009”中俄联合反恐军演中方副总导演，曾任正军职达9年之久。今年5月，他陪同中央军委委员、总参谋长陈炳德上将访美。

   接任济空司令员的郑群良，今年初刚由沈空参谋长调任济空副司令员。1999年国庆50周年庆典，时任空军某师师长的郑群良，驾驶歼八B型战斗机，担任编队领航，带队飞越天安门上空。

   新任武警部队副司令员戴肃军，2008年底任武警新疆总队总队长(正军级)，“7·5事件”后任武警部队副参谋长，2010年初任武警部队后勤部部长。

   海军原副司令员张展南海军中将、原副政委范印华海军中将和广州军区原副司令员兼广空原司令员高守维空军中将，因达到最高服役年龄而退出现役。据《南方都市报》
