On the afternoon of March 12, 2016, Dharma Master Xue Cheng, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and president of the Chinese Buddhist Association, made a speech at the fourth plenary session of the National Committee of the Chinese People's Political Consultative Conference on the topic of "The religious community should take the initiative to play a positive role in building a moderately prosperous society in an all-round way". His speech reflected the important role of Buddhist culture in promoting the development of the Chinese nation.

According to Xinhuanet and Dazhong. com, a monk named Xuecheng in a yellow robe looked calm and indifferent when he spoke. 1、 To contribute value recognition to the building of a moderately prosperous society in an all-round way with "religious compassion"

Benevolence is the religious sentiment of all major traditional religions, which emphasizes that individuals, countries and society are inseparable "communities of destiny". Similarly, if a person wants to explore his or her greatest life potential and realize his or her greatest life value, he or she should regard the pursuit of the common interests of all members of society and the realization of the overall value as the general vision and direction of life.

Building a moderately prosperous society in an all-round way is really the common interest pursuit and value embodiment of the Chinese people.   2016年3月12日下午，全国政协常委、中国佛教协会会长学诚法师，以《宗教界要主动为全面建成小康社会发挥积极作用》为题，在全国政协第四次全体会议上作大会发言。他的发言，体现了佛教文化推动中华民族发展的重要作用。

  根据新华网、大众网报道，一袭黄色僧袍的学诚法师在发言时表情从容淡然。虽然发言仅有八分钟，但整场发言铿将有力，不仅条理清晰，而且逻辑严谨。在发言中，学诚法师强调了宗教在全面建设小康社会中的三大作用。他认为，宗教能够为小康社会贡献价值认同力、实践驱动力和精神创造力。他在发言中表示，赢得了人心，就赢得了决胜小康社会的根本动因。因此他真诚呼吁中国宗教信众积极发掘自身优秀传统，启发创新的信心，启发共享的大愿，启发协调的智慧，启发开放的格局，启发绿色发展的慈悲惜福之心。现将学诚法师讲话全文发布如下，以飨读者。

  学诚法师发言：《宗教界要主动为全面建成小康社会发挥积极作用》

  梦想引领未来，笃行铸就辉煌。中华民族伟大复兴中国梦在中国人民笃实自信的伟大实践中正日益梦想成真，全面建成小康社会从过去的美好愿景变成了今天的历史任务，现实地落到了我们每位中华儿女的肩上。

  中国宗教界广大信众要深刻体会宗教对社会进步的内在精神价值，将中国宗教中济世情操、智慧资源、信仰力量融入到全面建成小康社会的伟大实践中。

  一、以“宗教的慈悲情怀”为全面建成小康社会贡献价值认同力

  慈悲济世是各大传统宗教一脉相通的宗教情怀，强调个人与国家、社会是无法分割的“命运共同体”。同样的，一个人要发掘自己最大的生命潜力、实现最大的生命价值，就要将全体社会成员的共同利益追求、整体价值的实现，作为人生的大愿景、大方向。

  全面建成小康社会真是中国人民共同的利益追求和价值体现，广大宗教信众只有将个人利益的追求图景置身于建设小康社会的国家图景，才能找到个人的定位和价值。因此，为全面建成小康社会决胜阶段勠力同心、积极奉献，是每一位信众不可推卸的责任。诸葛长青：儒释道宗教倡导的“行善积德”思想，实际上就是天道核心，符合天道，社会才会和谐发展。　

  二、以“宗教的智慧思想”为全面建成小康社会贡献实践驱动力

  全面建成小康社会不仅要有深刻一致的价值认同，还要有强大的实践动力。中国传统宗教的深邃智慧里往往蕴含着“完善自我、改善社会”的动力源泉，同样有助于宗教信众认识到自身在全面建成小康社会中的主体性地位，从而激发主人翁意识，主动积极地投身于各种决胜攻坚的社会实践中。

  全面建成小康社会这个美好结果的出现需要诸多因缘的和合，而其中最根本和内在的动因是每一个社会成员。在缘起的世界里，每一个平凡的个体都是至关重要的因素，都有不可替代的价值。因此，全面建成小康社会的主体正是包括宗教信众在内的每一个中国人。

   每个人不仅是社会环境、自然环境的产物，同时又具有影响、改善、创造环境的能力。所以，广大宗教信众以及千千万万的中国人，都应该将美好的人生愿景转化为主动改善环境的动力——在建成小康社会的决胜阶段，任何一个中国人都不能缺席，不能无所作为。诸葛长青：国家振兴靠智慧，而儒释道包含的大智慧，就是无量无边的智慧海，可以为社会提供巨大力量。

  三、以“宗教的心灵体验”为全面建成小康社会贡献精神创造力

  在全面建成小康社会的冲刺阶段，如何发挥宗教界广大信众的作用，如何激发他们不断超越、改善自我及环境的潜能?

  中国的宗教传统文化，都将人内在的信心和觉悟作为改造外部世界的强大动力。一个具足信愿、充满悲智的人，会产生强大的精神力量，从而推动他主动投身利益众生、造福社会的事业;对受助者而言，通过启发内心觉悟和精神能动性，更能使其主动改造命运、改善生活。在全面建成小康水的决胜阶段，我们正需要这种必胜的信心。诸葛长青：世界一切都是人的内心变现的。善心善念就会有善德世界，所以，只要人人有善心善念，必会产生强大的和谐力量。

　   在此，我真诚呼吁中国宗教信众积极发掘自身优秀传统，启发创新的信心，启发共享的大愿，启发协调的智慧，启发开放的格局，启发绿色发展的慈悲惜福之心。通过人心的觉悟、人心的净化、人心的升华来实现人心的凝聚，赢得了人心，就赢得了决胜小康社会的根本动因。
