Since the founding of Fu Xi Nu Wa, the Chinese nation has been full of talents.

Today, China is even more exciting as it is taking off with a golden dragon, speeding up its momentum, and moving a thousand miles a day.

Zhuge Changqing read history and felt the greatness of the Chinese nation more and more.

More than 2000 years ago, during the Spring and Autumn Period and the Warring States Period, there was an outstanding figure, Guan Zhong.

Guan Zhongwen, with his military strategy and superior thinking, assisted Duke Huan of Qi to create a grand hegemony.

In other times, the countries are facing each other and fighting against each other. It was Guan Zhong who made the state of Qi a hegemon by displaying his majesty and strategy. He was a special contributor to the state of Qi.

Guan Zhong's Potong Tomb Code has permeated ancient and modern times; He has the ability to manage the world and the land, and the strategy of helping the world and the times.

He pays attention to the economy, opposes talkism, and advocates reform to enrich the country and strengthen the army. He said: "If a country has more money, it will be far away; if it has more land, it will be kept by the people; if it has more grain, it will be polite; if it has enough food and clothing, it will be honor and disgrace". The concept of "material determines consciousness" in materialism is quite close to the idea of Guan Zi.

Zhuge Changqing believed that Guan Zhong's hard work, good thinking, grass-roots life and bold thinking made him know how to better serve the people and how to better close to the people's hearts. The country is prosperous and the people's hearts are the first. Similarly, the management of enterprises is also the first. Good people's hearts have a foundation of ten thousand years.

Duke Huan of Qi respected Guan Zhong as the "father of Zhong" and authorized him to preside over a series of political and economic reforms: dividing political areas, organizing military establishment, and setting up officials to manage; Establish a talent selection system, and the scholar can be "the praise of the superior" (assistant) after three trials; Tax according to the classification of land, and prohibit nobles from plundering private property; We should develop the salt and iron industry, forge money and adjust prices. The essence of Guan Zhong's reform is to reform the land and population system. The reform of Guan Zhong achieved remarkable results, and the State of Qi was greatly strengthened. To the outside world, Guan Zhong put forward the idea of "respecting the king and repelling the barbarians" to unite with the northern neighbors to resist the southern invasion of the Shanrong nationality. This diplomatic strategy has also been successful.

Later, Confucius sighed, "Without Guan Zhong, all of us would have been under the rule of the alien race.".

Guan Zhong (about 723 BC or 716 BC to 645 BC), named Yiwu, has the posthumous title of "Jingzhong". He is a Han nationality, a descendant of King Mu of Zhou, and a native of Yingshang (now Anhui). His thoughts were written into a book, which was called Guanzi by the world.

Guan Zhong lost his father when he was young, and his old mother was in the court, living in poverty. He had to bear the burden of his family prematurely. In order to make a living, he went into business with Bao Shuya; Later, he joined the army and reached the state of Qi. After several twists and turns, he was recommended by Bao Shuya as the supreme minister of the state of Qi (the prime minister). He was known as the "first prime minister of the Spring and Autumn Period", and helped Duke Huan of Qi become the first hegemon in the Spring and Autumn Period. Therefore, he also said, "Guan Yiwu is superior to the scholar". Guan Zhong's remarks can be found in the Guoyu Qi Yu, and another book, Guan Zhong, has been handed down.

Guan Zhong has a profound idea of governing the country.

One day, Duke Huan of Qi asked Guan Zhong, "How difficult it is to govern the world. I want to revitalize the country of Qi. What good suggestions do you have?"?

Guan Zhong said: To govern the world, we should focus on food, law, respect for ancestors and talents. This is very important. If you really want to revitalize Qi, you can do these things well.

Food and wealth are very important. The monarch of a country must devote himself to farming in four seasons to ensure food reserves.

If the country has sufficient financial resources, people from afar can move automatically. If the wasteland is well developed, the people of the country can stay at ease. When food is rich, people know etiquette; People know honor and disgrace when they have enough food and clothing.

Zhuge Changqing: If there is enough food and clothing, the people of the country will be stable, or there will be unrest.

If the monarch takes the medicine according to the law, the six relatives can live in peace; If we carry forward the four dimensions, we can carry out the order. Therefore, the key to reducing punishment is to prohibit luxury; The principle of consolidating the country is to decorate the four dimensions; The fundamental way to teach the people a lesson is to respect ghosts and gods, sacrifice mountains and rivers, and respect ancestors and ancestors. Wealth cannot grow without paying attention to the weather; If we don't pay attention to geographical advantages, we won't have enough food.

The fields are deserted, and the people will be lazy;

If the monarch is extravagant, the people will act recklessly; If we do not pay attention to prohibiting extravagance, the people will indulge in lewdness; Do not block these two sources; There will be a large number of criminals.

Without respect for ghosts and gods, people can't understand; Without sacrificing the mountains and rivers, the order of authority cannot be spread far away; If we don't respect our ancestors, the common people will make mistakes; If we do not respect the ancestral past, filial piety is incomplete.

Zhuge Changqing: It is important to conform to the law of heaven. Diligence and frugality, respect for ghosts and gods, respect for heaven and earth, and respect for parents are in line with the law of heaven. If it is in line with the law of heaven, the society will be harmonious and stable.

If the four dimensions are not carried forward, the country will perish. The state has four dimensions. Without one dimension, the state will tilt; Without two dimensions, the country is in danger; Without three dimensions, the country will be subverted; Without four dimensions, the country will perish. Inclination can be righted, danger can be saved, overturning can be resumed, and only when it is destroyed, it will be out of control.

What is four-dimensional? The first is etiquette, the second is righteousness, the third is honesty, and the fourth is shame.

With courtesy, people will not go beyond the norms they should observe;

If you are righteous, you will not seek self-improvement;

If you are honest, you will not cover up your mistakes;

If you are ashamed, you will not follow the bad guys. If people do not go beyond the norms they should abide by, the status of the ruler will be stable; If you don't seek progress, people will cheat by accident; If you don't hide your fault, your behavior will be naturally correct; If you don't follow the bad guys, evil and chaos will not happen.

Zhuge Changqing: The four dimensions of the country must be advocated and carried forward.

The reason why the decree can be implemented is to conform to the people's will; The reason why the decree was abolished was that it violated the people's will.

The people are afraid of hardship, so I will make them happy; The people are afraid of poverty, so I will make them rich;

When the people are afraid of danger, I will make them stable; The people were afraid of extinction, so I made them reproduce and multiply.

Because I can make people happy, they can bear hardship for me; If I can make the people rich, they can endure poverty for me; If I can make the people stable, they can bear the danger for me; If I can make the people reproduce, they will not hesitate to sacrifice for me.

The punishment alone is not enough to make the people really harm the people, and the killing alone is not enough to make the people sincerely convinced. If the punishment is heavy and the people are not afraid, the law cannot be implemented; If people are unconvinced by killing many people, the status of the ruler is dangerous. Therefore, to meet the wishes of the above four kinds of people, alienated people will be close to each other; Forcing the above four kinds of things people dislike will also betray those who are close to them. Therefore, the principle of "giving to the people is taking from the people" is the magic weapon of governance.

Zhuge Changqing: If we meet the people's four wishes of "peace, prosperity, stability and children's reproduction", the people will be grateful, and the country will be harmonious and united, and the country will be peaceful and the people will be happy.

Build the country on a solid foundation and store grain in an inexhaustible granary.

Store the wealth and goods in the inexhaustible treasury, and issue the government orders at the source of water.

Use the people in undisputed positions, and show people the way to die of crime.

Open the door to people for meritorious deeds and rewards. Don't force things that can't be done, and don't pursue benefits that can't be obtained.

We should not be based on a rare and lasting position. Don't do things that can't be done again. The so-called establishment of the country on a solid basis is to hand over the political power to moral people. The so-called storage of grain in inexhaustible granaries means that we should strive to engage in grain production. The so-called storage of wealth in an inexhaustible treasury means planting mulberry and raising six animals. The so-called issue of government orders at the source of running water is to make the people feel good. The so-called use of the people in undisputed positions is to do their best. The so-called way to point out to the people that crime is doomed to death is to impose severe punishment. To open the door to the people for meritorious deeds is to reward faithfulness. The so-called impossible thing is to measure people's strength. The so-called "not pursuing unattainable benefits" means not forcing people to do things they hate. The so-called can not be based on a rare and lasting status, is not greedy for temporary luck. By not doing things that cannot be done again, we mean not cheating the people. In this way, the country can be stabilized by handing over political power to moral people. Work hard to engage in food production, and people will have enough food. Planting mulberry hemp and raising six livestock will make people rich. If we can make the people feel good, we can carry out the order of authority. So that the people can do their best and the supplies can be ready. If the punishment is severe, the people will not do bad things. If the reward is faithful, the people will not fear death. If we act according to the strength of the people, we can accomplish everything. If people are not forced to do things they hate, fraud will not happen. The people will not complain if they don't take a chance. If you don't deceive the people, they will support you.

Zhuge Changqing: If the people are stable, the country is stable.

According to the requirements of family governance, the township cannot be well managed; According to the requirements of governing the country, the country cannot be well governed; It is impossible to govern the world according to the requirements of governing the country. We should run the country according to the requirements of running the country, the township, the country and the world. Don't listen to the opinions of people with different surnames because of different surnames; Don't refuse to adopt the method of entering from other villages because of different villages; Don't listen to the opinions of other countries because of different countries. Like heaven and earth treat all things without any partiality; Like the sun and the moon shining all over, it can be regarded as the emperor's bearing.

Control the direction of the people and see what the monarch values; The way to guide the people depends on what the monarch advocates; The way the people are called upon to take depends on the likes and dislikes of the monarch.

What the monarch pursues, his subjects want; What the monarch likes to eat, the ministers want to try; The subjects want to do what the monarch likes; The subjects want to avoid what the monarch hates.

Therefore, do not cover up your mistakes, and do not tamper with your statutes; Otherwise, the sage will not be able to help you. When speaking in the room, people in the room should know; When speaking in the classroom, we should make everyone know. Only in this way can we be called a sage monarch. Only relying on the ditches and ditches in the city walls can not be entrenched; Only powerful force and equipment can not defend the enemy; The masses do not necessarily support the vast territory and vast resources. Only a wise monarch can prevent disasters before they happen.

The world is not afraid of no capable ministers, but of no monarch to use them; The world is not afraid of no wealth, but of no one to manage them. Therefore, those who know the weather and time can be appointed as officers; Those who have no selfish intentions can be arranged as officials; Those who know the weather, are good at using money and can appoint officials can be regarded as kings. People who are slow in doing things always lag behind the situation; People who are stingy with money and property are never close; People who believe in villains always lose their talents.

Duke Huan of Qi listened to Guan Zhong: You are really my second parents. What you said is very good. Please help me manage the world well.

Guan Zhong said: If you trust me, I will faithfully serve the country and revitalize Qi!

Zhuge Changqing: The revitalization of Qi is in line with the law of heaven. How can we not revitalize it? Today, our great motherland is realizing great rejuvenation and will be prosperous and strong!


粮财、法度、敬祖、人才等,是一个国家的重要组成部分,务必慎重。

   中华民族自从伏羲女娲开创以来,人才辈出,灿若星河。

    今日中国更是金龙腾飞、快马加鞭、一日千里,令人振奋。

    诸葛长青阅读历史,越发感受到中华民族的伟大。

   2000多年前的春秋战国时期,有一位杰出的人物管仲。

    管仲文韬武略、思维超群,辅佐齐桓公创立宏伟霸业。

   他处的时代正是列国并峙,互相征战不休。正是管仲一展雄风,大展韬略,使齐国成为霸主,他是齐国的特殊贡献者。
    管仲博通坟典,淹贯古今;有经天纬地之才,济世匡时之略。

   他注重经济,反对空谈主义,主张改革以富国强兵,他说:“国多财则远者来,地辟举则民留处,仓廪实而知礼节,衣食足而知荣辱”,唯物论中“物质决定意识”的观念和《管子》的思想颇为接近。

    诸葛长青认为,管仲的勤奋学习、善于思考、基层生活、敢想敢干,使他知道如何更好的服务民众,知道如何更好的贴近民心。国家兴旺,民心第一啊。同样,管理企业,也是人心第一。好的民心才有万年的基业啊。

   齐桓公尊管仲为“仲父”,授权让他主持一系列政治和经济改革:在全国划分政区,组织军事编制,设官吏管理;建立选拔人才制度,士经三审选,可为“上卿之赞”(助理);按土地分等征税,禁止贵族掠夺私产;发展盐铁业,铸造货币,调剂物价。管仲改革的实质,改革土地和人口制度。管仲改革成效显著,齐国由此国力大振。对外,管仲提出“尊王攘夷”,联合北方邻国,抵抗山戎族南侵。这一外交战略也获得成功。

   后来孔子感叹说:要是没有管仲,我们大家肯定是过着“披头散发,衣襟左开”,沦陷于异族人的统治。

   管仲(约前723或前716~前645),名夷吾,谥曰“敬仲”,汉族,周穆王之后代,颍上(今属安徽)人,史称管子。他的思想编写成书,世人称呼为《管子》。

   管仲少时丧父,老母在堂,生活贫苦,不得不过早地挑起家庭重担,为维持生计,与鲍叔牙合伙经商;后从军,到齐国,几经曲折,经鲍叔牙力荐,为齐国上卿(即丞相),有“春秋第一相”之誉,辅佐齐桓公成为春秋时期第一霸主,所以又说“管夷吾举于士”。管仲的言论见于《国语·齐语》,另有《管子》一书传世。

   管仲对于治理国家有着深厚的思想。

    一天,齐桓公问管仲说:治理天下好难啊,我想让齐国振兴,你有什么好的建议呢?

   管仲说:治理天下,要突出抓好粮食、法度、敬祖、人才等。这很重要啊。如是真心想让齐国振兴,可以抓好这些事情。

   粮财很重要,一个国家的君主,必须致力于四时农事,确保粮食贮备。

   国家财力充足,远方的人们就能自动迁来,荒地开发得好,本国的人民就能安心留住。粮食富裕,人们就知道礼节;衣食丰足,人们就懂得荣辱。

    诸葛长青:粮财衣食丰足,国家民众就会安稳,否则就会产生动乱。

   君主的服用合乎法度,六亲就可以相安无事;四维发扬,君令就可以贯彻推行。因此,减少刑罚的关键,在于禁止奢侈;巩固国家的准则,在于整饰四维;教训人民的根本办法,则在于:尊敬鬼神、祭祀山川、敬重祖宗和宗亲故旧。不注意天时,财富就不能增长;不注意地利,粮食就不会充足。

   田野荒芜废弃,人民也将由此而惰怠;

   君主挥霍无度,则人民胡作妄为;不注意禁止奢侈,则人民放纵淫荡;不堵塞这两个根源;犯罪者就会大量增多。

   不尊鬼神,小民就不能感悟;不祭山川,威令就不能远播;不敬祖宗,老百姓就会犯上;不尊重宗亲故旧,孝悌就不完备。

    诸葛长青:符合天道很重要。勤俭节约、尊重鬼神、礼敬天地、孝敬父母,就是符合天道,符合天道,社会就会和谐稳定。

    四维不发扬,国家就会灭亡。 国有四维,缺了一维,国家就倾斜;缺了两维,国家就危险;缺了三维,国家就颠覆;缺了四维,国家就会灭亡。倾斜可以扶正,危险可以挽救,倾覆可以再起,只有灭亡了,那就不可收拾了。

   什么是四维呢?一是礼,二是义,三是廉,四是耻。

   有礼,人们就不会超越应守的规范;

   有义,就不会妄自求进;

   有廉,就不会掩饰过错;

   有耻,就不会趋从坏人。人们不越出应守的规范,为君者的地位就安定;不妄自求进,人们就不巧谋欺诈;不掩饰过错,行为就自然端正;不趋从坏人,邪乱的事情也就不会发生了。

   诸葛长青:礼义廉耻,国之四维,必须倡导弘扬。

   政令所以能推行,在于顺应民心;政令所以废弛,在于违背民心。

   人民怕忧劳,我便使他安乐;人民怕贫贱,我便使他富贵;

   人民怕危难,我便使他安定;人民怕灭绝,我便使他生育繁息。

   因为我能使人民安乐,他们就可以为我承受忧劳;我能使人民富贵,他们就可以为我忍受贫贱;我能使人民安定,他们就可以为我承担危难;我能使人民生育繁息,他们也就不惜为我而牺牲了。

   单靠刑罚不足以使人民真正害伯,仅凭杀戮不足以使人民心悦诚服。刑罚繁重而人心不惧,法令就无法推行了;杀戮多行而人心不服,为君者的地位就危险了。因此,满足上述四种人民的愿望,疏远的自会亲近;强行上述四种人民厌恶的事情,亲近的也会叛离。由此可知,“予之于民就是取之于民” 这个原则,是治国的法宝。

     诸葛长青:满足人民的“安乐、富贵、安定、子女繁衍”四大愿望,人民就会感恩感激,国家必然和睦团结,必然国泰民安。

   把国家建立在稳固的基础上,把粮食积存在取之不尽的粮仓里。

   把财货贮藏在用之不竭的府库里,把政令下达在流水源头上。

   把人民使用在无所争议的岗位上,向人们指出犯罪必死的道路。

   向人们敞开立功必赏的大门,不强干办不到的事,不追求得不到的利。

   不可立足于难得持久的地位。不去做不可再行的事情。所谓把国家建立在稳固的基础上,就是把政权交给有道德的人。所谓把粮食积存在取之不尽的粮仓里,就是要努力从事粮食生产。所谓把财富贮藏在用之不竭的府库里,就是要种植桑麻、饲养六畜。所谓把政令下达在流水源头上,就是要令顺民心。所谓把人民使用在无所争议的岗位上,就是要尽其所长。所谓向人民指出犯罪必死的道路,就是刑罚严厉。所谓向人民敞开立功必赏的大门,就是奖赏信实。所谓不强干办不到的事,就是要度量民力。所谓不追求得不到的利,就是不强迫人民去做他们厌恶的事情。所谓不可立足于难得持久的地位,就是不贪图一时侥幸。所谓不去做不可再行的事情,就是不欺骗人民。这样,把政权交给有道德的人,国家就能安定。努力从事粮食生产,民食就会充足。种植桑麻、饲养六畜,人民就可以富裕。能作到令顺民心,威令就可以贯彻。使人民各尽所长,用品就能齐备。刑罚严厉,人民就不去干坏事。奖赏信实,人民就不怕死难。量民力而行事,就可以事无不成。不强使人民干他们厌恶的事情,欺诈作假的行为就不会发生。不贪图一时侥幸,人民就不会抱怨。不欺骗人民,人民就拥戴君上。

     诸葛长青:民心稳定,则国家稳定。

     按照治家的要求治理乡,乡不能治好;按照治乡的要求治理国,国不能治好;按照治国的要求治理天下,天下不可能治好。应该按照治家的要求治家,按照治乡的要求治乡,按照治国的要求治国,按照治天下的要求治理天下。不要因为不同姓,不听取外姓人的意见;不要因为不同乡,不采纳外乡入的办法;诸候国不要因为不同国,而不听从别国人的主张。象天地对待万物,没有什么偏私偏爱;像日月普照一切,才算得上君主的气度。

   驾驭人民奔什么方向,看君主重视什么;引导人民走什么门路,看君主提倡什么;号召人民走什么途径,看君主的好恶是什么。

   君主追求的东西,臣下就想得到;君主爱吃的东西,臣下就想尝试;君主喜欢的事情,臣下就想实行;君主厌恶的事情,臣下就想规避。

   因此,不要掩蔽你的过错,不要擅改你的法度;否则,贤者将无法对你帮助。在室内讲话,要使全室的人知道;在堂上讲话,要使满堂的人知道。这样开诚布公,才称得上圣明的君主。单靠城郭沟渠,不一定能固守;仅有强大的武力和装备,不一定能御敌;地大物博,群众不一定就拥护。只有有道的君主,能做到防患于未然,才可避免灾祸的发生。

   天下不怕没有能臣,怕的是没有君主去使用他们;天下不怕没有财货,怕的是无人去管理它们。所以,通晓天时的,可以任用为官长;没有私心的,可以安排作官吏;通晓天时,善于用财,而又能任用官吏的,就可以奉为君主了。处事迟钝的人,总是落后于形势;吝啬财物的人,总是无人亲近;偏信小人的人,总是失掉贤能的人材。

   齐桓公听了管仲的话:您真是我的再生父母啊。您说的太好了。请您辅佐我治理好天下。

   管仲说:君信任我,我必忠贞报国,振兴齐国!

   诸葛长青:齐国的振兴符合天道,如何不振兴呢?今天,我们伟大的祖国正在实现伟大复兴,必将繁荣富强!
