Experts said: China's military reform has entered a new period of transformation, and the reform will continue to deepen.

Yesterday, the inaugural meeting of the Military Training Department of the General Staff was held in Beijing. According to the statistics of reporters, this is the fourth new department established by our army in a month. Military experts commented that this is one of the reform measures for China's military to enter the transition period.

Military experts told the French evening reporter that this is neither the beginning nor the end. The establishment of the Strategic Planning Department in November and even the new round of military academy reform in July are symbolic events. The reform of the military will continue and will continue in the future.

Set up a new military training department in response to three-dimensional operations

The military training department of the General Staff Department established yesterday was adapted from the original military training and arms department of the General Staff Department. Compared with the original military training and arms department, the basic functions of the reorganized military training department have four changes, namely, further strengthening the strategic management of military training, strengthening the macro management of joint training, strengthening the overall guidance of military and arms training, and integrating the guidance of army training and arms construction.

The functional allocation has changed from adapting to combat training under mechanized conditions to adapting to combat training under information conditions. The guiding objects are expanded from the army forces to the navy, the air force and the second artillery force. The business field has changed from contract training to joint training.

"This is a corresponding adjustment to meet the needs of future war, and also a link of military reform and transformation," Li Jie, a researcher at the Naval Military Research Institute, told the French Evening News.

According to popular understanding, the former military training department is more aimed at the army, coordinating the artillery, armored forces and other arms within the army system, while the latter is aimed at the whole army and carries out unified planning for the land, sea and air second artillery.

"The future war will not be fought by the army alone, but by the land, sea and air," said Li Jie.

Case: Three missiles can attack aircraft carrier group simultaneously

At the Zhuhai Air Show in 2010, China Science and Technology Group demonstrated the three-dimensional combat mode of sea, land and air in the schematic diagram of the coastal defense system.

This diagram clearly shows how the main battle weapon can defend against the enemy aircraft carrier when our coastline is attacked by the enemy aircraft carrier.

The coordinated operation of land, sea and air space is also presented here most clearly: the long-range coastal defense system uses space satellites to provide intelligence support, three kinds of missiles can work together, and can attack the aircraft carrier battle group from the ground, air and water at the same time. At the same time, the long-range unmanned aerial vehicle at high altitude is responsible for the battlefield evaluation of the strike effect.

The adjustment is conducive to the coordination of sea, land, air and second artillery

For the establishment of the Military Training Department, Peng Guangqian, Deputy Secretary-General of the National Security Policy Committee of the China Policy Science Research Association, defined it as a partial adjustment that can effectively improve the effectiveness of the organization.

Compared with the reorganization, the establishment of a new department can better reflect the seriousness of the reform.

On November 22, the Strategic Planning Department, affiliated to the General Staff Department, was established, causing widespread concern at home and abroad.

Some foreign media speculated that this was to better coordinate the nuclear missile forces at sea, land and air, including the second artillery; It even believed that the PLA might have new actions in the South China Sea and the East China Sea.

Geng Yansheng, spokesman of the Ministry of Defense, said at the regular press conference of the Ministry of Defense, "The establishment of the PLA Strategic Planning Department is an important reform of the military leadership and management system."

"In the past, the top-level design was not enough, and the overall grasp was not very good. This department is mainly responsible for coordinating high-level strategic decisions, conducting research and making plans for military strategic trends." Li Jie said, for example, how to develop and what stages can be crossed in the process of transformation from mechanization to informatization.

In fact, in addition to the above two departments, on June 30 this year, the Communication Department of the General Staff was reorganized into the Information Department of the General Staff Department. At the same time, units above the PLA have also been reorganized into information departments on the basis of the original communication departments.

Military theoretical institutions are also changing

During the same period, military scientific research institutions have also undergone some changes.

On December 12, the Research Center for Non-war Military Operations affiliated to the Academy of Military Sciences was established. On December 20, the National Defense Policy Research Center of the Academy of Military Sciences was established.

In July this year, the four headquarters of the People's Liberation Army jointly held a conference of military academies, which kicked off the largest reform of military academies in recent years.    应对立体化作战成立新军训部

    昨天成立的总参谋部军训部由原来的总参谋部军训和兵种部改编而成。改编成立的军训部与原军训和兵种部相比，基本职能有四个方面的变化，即进一步强化军事训练战略管理，加强联合训练宏观管理，强化军兵种训练统筹指导，整合陆军训练和兵种建设指导。

    职能配置由适应机械化条件下作战训练向适应信息化条件下作战训练转变。指导对象由偏重陆军部队向海军、空军、第二炮兵部队拓展。业务领域由以合同训练为中心向以联合训练为中心跨越。

    “这是为了适应未来战争的需求做出的相应调整，也是军事改革和转型的一个环节。”海军军事研究所研究员李杰对法晚记者表示。

    通俗的理解，改编前的军训部更多的是针对陆军，协调陆军体系内的炮兵、装甲兵等兵种，改编后的军训部则面向全军，对陆海空二炮进行统一规划。

    “未来战争不是陆军单独作战，更多的是陆海空天立体化作战。”李杰说。

    案例：三种导弹可协作同时攻击航母群

    2010年的珠海航展上，中国科工集团在海防体系示意图中展示了海陆空天立体化的作战模式。

     这幅示意图清晰展示出：我海岸线在受到敌方航母攻击时，主战武器如何进行防御给敌方航母以有力打击。

    陆海空天协调作战也在这里得到最清晰的呈现：远程海防体系利用太空卫星提供情报支持，三种导弹可协同作战，能够分别从地面、空中和水面同时对航母战斗群发起攻击，同时还有高空的远程无人机负责对打击效果进行战场评估。

    调整有利于协调海陆空及二炮

    对军训部的成立，中国政策科学研究会国家安全政策委员会副秘书长彭光谦定义为，这是一种局部调整，可有效提高机构效能。

    与改编相比，一个新部门的成立则更能体现出改革的严肃性。

    11月22日，隶属于总参谋部的战略规划部成立，引发了海内外广泛关注。

    有外媒猜测，这是为了更好地协调海、陆、空包括二炮的核导弹部队；其甚至认为，解放军可能在南海、东海有新动作。

    国防部新闻发言人耿雁生在国防部例行记者会上说，“组建解放军战略规划部，是军队领导管理体制的一次重要改革。”

    “以前顶层设计得不够，总体把握不是太好，这个部门主要是统筹高层战略决策，针对军队战略动向进行研究，做出预案。”李杰说，比如在从机械化向信息化转变过程中，如何发展，有哪些阶段是可以跨越的。

    实际上，除了上述两个部门外，今年6月30日，总参通信部改编为总参谋部信息化部。同时，解放军军以上单位也在原通信部门的基础上，改编成信息化部门。

   军事理论机构也在变革

    同一时期，军队科研院校也相应出现了一些变化。

    12月12日，隶属于军事科学院非战争军事行动研究中心成立。12月20日，军事科学院国防政策研究中心成立。

   两个中心，前者为国家、军委、总部提供决策咨询；进行非战争军事行动基础理论研究，建立中国军队非战争军事行动理论体系。后者参与拟制中国国防白皮书及相关工作；撰写年度国家安全环境战略评估报告。

     今年7月，解放军四总部联合召开了全军院校会议，近些年来军队院校最大规模的一次改革由此拉开序幕。一批院校被合并、裁撤，数量由27所调整为14所。

    有评论认为，军校改革的重要意义还在于：它被普遍视为解放军整体改革的“前哨”和“探路石”。

    国防大学教授李大光表示，这是适应新时期人才建设需求所做出的变革，更加符合军队信息化建设的要求。这仅仅是开始，未来还会继续。
