Xue Cheng, the first member of the National Committee of the Chinese People's Political Consultative Conference and Vice President of the Chinese Buddhist Association, said that promoting the construction of the "the Belt and Road" is a development strategy of great significance and far-reaching impact launched and implemented in China. In this process, cultural exchanges and cooperation between China and countries in Eurasia are indispensable. He advocated that the country should adopt the principle of "dividing religions and implementing policies", encourage and support Buddhist culture to go abroad, and make it a powerful fulcrum for implementing the strategy of "going out" of Chinese culture.

Ding Changyun, vice president of the China Taoist Association, positioned the theme of the speech as "Taoism should play a positive role in realizing the Chinese dream". Ma Yinglin, member of the Standing Committee of the National People's Political Consultative Conference, deputy director of the People's Religious Affairs Committee, and chairman of the Chinese Catholic Bishop Group, said in his speech that China's religious legislation started relatively late. At present, there is only the "Regulations on Religious Affairs" issued by the State Council more than ten years ago. He suggested that the central government should promote the revision of the Regulations on Religious Affairs as soon as possible, and formulate and improve relevant laws and regulations. Yu Zhengsheng told everyone that, after full deliberation and demonstration, the revision of the Regulations on Religious Affairs has been put on the agenda, with the aim of strengthening the legal awareness and fundamentally solving the problem of religious affairs management in China.

"The reform and opening up has brought new opportunities for the development of major religions in China, and with the diversification of religious activities, various ideological trends from outside religions have also invaded the interior of religions to varying degrees, affecting the quality of religious staff and the management of religious groups";

    实现中国梦，离不开宗教界的积极奉献。

   全国政协会议、人大会议期间，中共中央政治局常委、全国政协主席俞正声专门看望了宗教界政协委员。

  《人民政协报》记者吕东浩报道说：3月4日上午，中共中央政治局常委、全国政协主席俞正声来到友谊宾馆宗教界51组讨论现场，与来自佛教、道教、基督教、天主教、伊斯兰教等的65名委员一起共商国事。

   “携手并肩，共创和谐”成为会议鲜明的主题。

      诸葛长青认为，“携手并肩，共创和谐”可以是宗教发展的核心。携手并肩、共创和谐，共同推动中华民族迅猛发展。社会人心和谐是非常重要的。

   “对当代中国佛教而言，如何将中国传统文化三大主干之一的佛教文明发扬广大，为提升中国文化软实力贡献思想和智慧，是一项重要的历史使命。”

   第一个发言的全国政协委员、中国佛教协会副会长学诚谈到，推进“一带一路”建设，是我国启动实施的一项具有重大意义和深远影响的发展战略。在这个进程中，中国与欧亚大陆各国之间文化领域的交流合作不可或缺。他主张国家采取“分教施策”的原则，鼓励并支持佛教文化走出国门，使其成为落实中国文化“走出去”战略的有力支点。

   中国道教协会副会长丁常云委员则将发言主题定位在“道教要为实现中国梦发挥正能量”。他说，在“发挥正能量，共筑中国梦”的时代背景下，道教有其独特的思想信仰体系和文化内涵，要大力弘扬其优秀传统文化，赋予时代精神，增添时代价值，努力为实现中华民族伟大复兴的中国梦发挥正能量。

   全国政协常委、民宗委副主任，中国天主教主教团主席马英林在发言中称，我国的宗教立法起步较晚，目前只有国务院十几年前颁布的《宗教事务条例》。他建议中央尽快推动对《宗教事务条例》的修订工作，制定和完善与之相关的法律法规。俞正声告诉大家，经过充分酝酿和论证，目前修订《宗教事务条例》工作已经摆上日程，目的就是为了强化法制意识，从根本上解决好我国的宗教事务管理问题。

  “改革开放为我国各主要宗教的发展带来了新机遇，而随着宗教活动的多样化，各种来自教外的思潮也不同程度地侵袭到宗教内部，影响了宗教教职人员的队伍素质与宗教团体的管理方式”；

  “宗教文化并不是一个独立的文化现象，而是从主体文化产生，并丰富着主体文化。任何一个宗教的文化现象都必然反映着其产生的主体文化”；

  “在强调政府依法管理的同时，不容忽视宗教团体的自我管理。这犹如宗教领域法治建设的两个轮子，互为依托，不可偏废”……

   将近两个小时的时间里，共有11位委员围绕贯彻依法治国方略，推动宗教领域法制建设；以自身建设为抓手，努力提升宗教服务社会的能力和水平；抓好宗教人才培养，加强宗教团队建设等踊跃发言，有现象、有分析，有思考、有建议，真知灼见皆发自肺腑。“今天大家提出了许多很好的建议。”俞正声希望委员们继续深入研究问题，提出有价值的建议，携手并肩，共同努力，把我国宗教工作做得更好。

   整场讨论，欢快的笑声和热烈的掌声几度响起，气氛热烈而温馨。
