National economy: Li Keqiang holds a forum on the economic situation国家经济:李克强召开经济形势座谈会

It is important for the country to be rich and the economy to be strong. The economy is the invisible atomic bomb.

----- Zhuge Changqing

April 14, 2013 Li Keqiang hosts a forum of experts and business leaders on the economic situation Premier Li Keqiang recently hosted the first forum of experts and business leaders on the economic situation in the new government to listen to views and suggestions on the current economic situation. This is Li Keqiang speaking at the symposium. Xinhua News Agency reporter Ju Peng

Zhuge Changqing: The economy is the foundation for national development. A strong economy is the invisible atomic bomb. It is powerful and has far-reaching effects.

BEIJING, April 14 (Xinhua Bai Zhenzhi) -- On April 12, in the first meeting room of Zhongnanhai, Li Keqiang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, presided over a forum on the economic situation attended by leading comrades of the State Council, some experts and scholars in the economic field and heads of enterprises. Vice-Premiers Zhang Gaoli, Liu Yandong, Wang Yang and Ma Kai, State Councillors Yang Jing and Wang Yong, as well as heads of relevant State Council departments attended the meeting.

"For the first time since the establishment of the new government, the State Council has invited economics experts and entrepreneurs to the symposium. In the past few days, leading comrades of the State Council have been visiting localities one after another to investigate the current economic situation. The first quarter has passed and the State Council will soon make a comprehensive assessment of the situation in the first quarter, not only to assess the current situation, but also to analyze the trend. How to view the current economic situation? How to judge the future trend? How to deal with the current situation? How can we take into account the medium and long-term development? We also want to listen to the views of experts and scholars and want to ask for your advice." Li Keqiang's straightforward opening remarks set the tone of the symposium, which was based on the current situation and focused on the long term.

In this three-hour symposium, a total of ten experts, scholars and business representatives spoke at a tight pace and in a lively atmosphere, with Li Keqiang and other leaders of the State Council interrupting and asking questions from time to time. In the words of speaker Li Daokui, director of the Centre for China and World Economic Studies at Tsinghua University, "The Premier and the State Council leaders understand and care about the actual situation and come with questions to listen to everyone's speeches, a bit like a seminar for academics."

Facing the complex economic situation: "It is necessary to enhance foresight in grasping macro trends"

This was a discussion on the analysis of China's macroeconomic situation, but the speeches of the participants were not at all boring and lengthy. Everyone's speech was straight to the point, from "what is happening now" to "what should happen in the future", with a clear structure.

Lin Yifu, Honorary President of the National Development Research Institute of Peking University, and Li Daokui, Director of the Centre for China and World Economic Studies at Tsinghua University, made a detailed analysis of the international economic situation since the financial crisis in 2008. deepening of financial reform ......

Li Keqiang listened attentively as the experts and scholars "took the pulse" of China's economy from their respective fields of expertise, interrupting from time to time, often asking for the latest and most specific data. In the course of the exchange, he also gave the experts and scholars "homework", hoping that they would do more in-depth research on a particular issue they had talked about in the future.

While engaging in in-depth exchanges with the experts and scholars, Li also often displayed a prudent and disciplined approach to economic issues. When a scholar made suggestions on China's tax reform, Li Keqiang, while affirming that the general direction was correct, did not forget to remind, "For now, we have to promote budget reform and establish credibility before talking about further promoting other aspects of reform."

Li Keqiang stressed, "It is important to enhance foresight in grasping macro trends. The economic situation is now generally stable, but it is also more complicated. Whether from the perspective of experts or from the perspective of enterprises, it is important to find foresight in the complicated situation so that our expectations can be stabilized. Expectations cannot be based on empty words, they need to be supported by data and specific studies. Although there may also be unexpected situations, it is important to deal with changes without being surprised."

Facing the pressure of transformation and upgrading: "Grasping macro policy needs to stand firm and focus on upgrading to create an 'upgraded' version of China's economy"

The symposium also brought together representatives of the real economy, both state-owned and private enterprises, in the fields of energy, machinery manufacturing and textiles.

Facing different enterprises, Li Keqiang also focused on different angles. For China Power Investment Group, one of the five largest power generation groups in China, Li Keqiang focused more on its role as a "barometer" of economic and social development, attaching importance to the relationship between GDP growth and energy consumption in various regions as reflected in the company's statistics. As for the two private enterprises, Midea Group, which mainly produces home appliances, and Yagor Group, which mainly manufactures and sells garments, Li Keqiang was more concerned about their recovery from the impact of the financial crisis and the practical difficulties encountered in investment and operation.

When Fang Hongbo, chairman of Midea Group, talked about the financing difficulties faced by the enterprises in implementing their "going out" strategy, Li immediately asked Hu Xiaolian, deputy governor of the People's Bank of China, who was present at the meeting, about the situation. When he learned that according to the current policy, there are indeed some barriers to cross-border financing for private enterprises, Li said, "State-owned, private and foreign investors should be put on an equal platform and regulated through rules." He re-emphasised the need to devolve power to the market: "Market-based competition may be problematic in the short term, but it is effective for the long term, medium and long term, if it is fully and rule-based. It can't have an impact on the long term because of short-term problems."

Fang Hongbo told reporters after the meeting that "Premier Li spoke of putting private enterprises on an equal footing with state-owned enterprises from a conceptual point of view, which is a great encouragement to us."

In an exchange with Li Rucheng, chairman of Yagor Group, Li spoke about the employment of migrant workers from the development of enterprises. Li Keqiang said, "Now many farmers' main income depends on part-time work, and cotton spinning enterprises are labour-intensive, providing a large number of employment opportunities for farmers. If cotton spinning enterprises collapse or shift to overseas production, migrant workers are out of work, which has a greater impact on income. It is fundamentally important to safeguard the interests of farmers." Combining the results of a research trip to the Suzhou and Shanghai region not long ago, he asked the authorities to look carefully at the relationship between protecting cotton farmers and reducing the costs of textile enterprises.

Yan Ping, chairman of the board of directors of Guangxi Yuchai Machinery Group, a deputy to the National People's Congress, spoke with Li Keqiang about energy conservation and environmental protection and the transformation and upgrading of China's economy, in the context of the development of the machinery manufacturing industry. Li Keqiang said, "It is still necessary to grasp macro policies with a firm footing and focus on upgrading. We all agree that the heel should be firmly planted, but we also need to put more effort into upgrading and creating an upgraded version of the Chinese economy. Combine far and near, current and long-term. Push forward the transformation to achieve the upgrade."

Re-emphasis: "We have to rely on the system to enhance the momentum of development"

After listening to the speeches of experts, scholars and representatives of entrepreneurs, Li Keqiang concluded by stressing, "We have to rely on the system to enhance the momentum of development. China's economic development has the problem of imbalance and the accumulation of deep-rooted conflicts, and our economic growth has a fragile side. It is necessary to prescribe the right medicine and also to make the medicine treat both the symptoms and the root cause."

According to Li Keqiang, it is necessary to "consider the whole picture" and "restore vitality" like Chinese medicine, which depends on the system and reforms, and on promoting market-oriented reforms. Even if we have individual measures that are temporary, we have to think long-term and not put obstacles in the way of market-based reforms," Li said. We have to consider how to release the dividends of reform and how to advance the system to increase the momentum of China's economic development. At the macro level, it is important to take into account both the immediate benefits and the long term, and to form systems that can be sustained in the long term. The system that works best is the system, but it must be in line with the direction of market-oriented reform."

After the meeting, Li Daokui expressed his two feelings to reporters: "First, the Premier and the leaders of the State Council are highly concerned about the economic situation, very pragmatic and very cautious; second, they emphasise the system. Many people are bullish on the Chinese economy because they are optimistic that the system can be continuously reformed and improved so that it can maintain the vitality of long-term growth. The conference was very informative and as an attendee, I learned a lot."

Another speaker, Lu Zhengwei, chief economist of Industrial Bank, told reporters, "This is a very important meeting. I think the Premier and the new State Council leadership are very pragmatic in considering issues, paying attention not only to the immediate future but also to the long term, especially long-term institution building, and putting more emphasis on the market. I think if we stick to these two points, we can have fuller confidence in the development of the Chinese economy in the next ten or twenty years."
