Leung Chun-ying's campaign speech is worth sharing and learning from.

   In the few short months since I resolved to run for the Chief Executive, I have gained a deeper appreciation of the aspirations of various sectors and strengthened my determination to serve all Hong Kong people.


    Over the past three months, my campaign team and I have been travelling non-stop to all 18 districts, organising consultation sessions in each district to get in touch with people from all walks of life and businesses in all districts, and to understand their aspirations. I also attended the events continuously to be questioned by the Election Committee and listen to their views. The whole process was open to the public and the media was with me. I knew that the limelight was on every step I took, that every idea I put forward would be scrutinised, that every promise I made would be recorded, and that I would be accountable to the public and to myself.


    I am facing the Election Committee and the 7 million people of Hong Kong to put my vision of "Home is Hong Kong" to the public and to be open and honest about my ideas and policy agenda.


     Zhuge Changqing: "Home is Hong Kong" is a very attractive slogan.


    I believe in elections and I believe in the power of the people. I also believe in the importance of uniting all sectors of the community and all walks of life. Participating in the election has been a humbling process, allowing me to realise my own shortcomings, appreciate the collective wisdom of the community, and understand the importance of being monitored by the public and the media.


   In my election manifesto on 27 November, I stressed that "sustained economic development is the foundation of Hong Kong's prosperity and the livelihood of the people.   


   Zhuge Changqing: "Be moderate and proactive, seek changes in a stable manner", reflecting the policy agenda.


    The industrial, commercial and financial sectors have always been the main driving force of Hong Kong's economic development and have made tremendous contributions to Hong Kong. To promote sustained and rapid economic development, the Government must assist Hong Kong investors, large and small, as well as small and medium enterprises, to grasp the opportunities of national and global economic development and explore room for development.


    I insist that integrity, rule of law, integrity, freedom and democracy are the core values of Hong Kong and the cornerstone of our prosperity and stability. I will do my best to protect the rights of every citizen and ensure that the rights of the public are respected.


    Hong Kong society faces many challenges. We must be united, brave hardships and rise to the occasion, dealing with difficulties seriously and accommodating and coordinating when we encounter differences. I believe we can resolve social conflicts. We should listen more, be more tolerant and be patient in seeking consensus on the different views brought about by the diversity of values and political stances.


    This year's Chief Executive election is crucial to the future development of Hong Kong. I pledge that if I am elected Chief Executive, I will continue to uphold the rule of law, promote democratic development, improve governance, expand the economy, prosper all industries, improve people's livelihood and protect the environment, and work with all Hong Kong people to build a more prosperous, just and progressive Hong Kong where we can all live and work in peace and contentment!


   I implore all members of the Election Committee and all Hong Kong people to give me their support!


    Zhuge Changqing: Be humble and cautious, we must "listen more, be more tolerant" and be patient in seeking consensus. We must be patient and seek consensus. We must reflect our policy platform.

Dear Hong Kong people and friends in this Chamber.


  Hello everyone! Thank you all for your support. Having travelled a long road, today I announce my candidacy for the 2012 Chief Executive Election.


  As a son of the grassroots, I have been nurtured and benefited by Hong Kong before I have made a little achievement in my life, and I have always had a heart of gratitude and service to Hong Kong. In recent years, the world and the country have been changing rapidly, and Hong Kong cannot help but respond, as the calls for change in the community are getting louder and louder. My wish is to be able to work with the people of Hong Kong, where I grew up, to grasp the opportunities and overcome the challenges to make Hong Kong a more prosperous, just and progressive society.


  As I write this manifesto, I am reminded of my mother who has passed away. Many people know that my father was a policeman in the Clearwater Government Offices and that the family wore rubber flowers to buy a flat in the 1960s, but people do not know that my mother was a woman with tied feet. The sight of my foot-binding mum carrying dozens of pounds of rubber flowers, walking back and forth for more than 20 minutes to the cottage factory, is something I will never forget. When I was in primary school, I used to walk with my mother every day, carrying the gum flowers. My mother worked hard for us three siblings with her strong will. Growing up, I learnt the hard way that a poor man's will is never short.


  Of course, life in Hong Kong today has improved greatly, but there are still problems in society, large and small, that need to be urgently addressed and solved. Over the past few years, I have often visited the districts and visited people from all walks of life to listen to their views, suggestions and expectations of the Government's administration. As long as there is a chair, I am willing to listen if you are willing to talk. I am very grateful to the general public for speaking up sincerely. Whether you are shop owners, middle-class families, grassroots workers, retired elders, young students or ethnic minorities, your voices are clear: some of you feel confused and lost, afraid to look forward to the uncertain future of Hong Kong and have less hope. Their words have made me reflect again and again.


  Where there is a will, there is an upward mobility


  What has caused some of the otherwise resolute and unyielding people of Hong Kong to lose confidence?


  From 1984, when the Sino-British negotiations entered a critical stage, I have participated in and witnessed the entire process of Hong Kong's reunification. During the 15-year-long transitional period, there were times when the Hong Kong community was unsettled, but with our fighting spirit to overcome difficulties, we were able to reunite smoothly. I am convinced that the successful practice of "one country, two systems" in Hong Kong relies on the will and commitment of Hong Kong people, in addition to the support of our country. I believe that if Hong Kong faces the future with perseverance, the people of Hong Kong will be able to overcome any challenges together.


  Today, Hong Kong society faces many problems and is plagued by deep-rooted conflicts. But Hong Kong is uniquely positioned as an international financial, trading and shipping centre; our country is vibrant and supportive in many ways; and the Asia-Pacific region is experiencing rapid economic development. As long as we make good use of the support given by our country, grasp the opportunities of the Mainland and regional development, and promote sustained and higher economic growth, not only will the business and professional sectors be more promising, but the younger generation will also have opportunities for upward mobility, thus relieving the deep-rooted conflicts in society and people's livelihood.


  Moderate and proactive economic policies


  The business and financial sectors have always been the main driving force of Hong Kong's economic development and have contributed significantly to Hong Kong. To promote sustained and higher economic development, the Government must assist Hong Kong investors, large and small, as well as SMEs, to find room for development and mitigate the possible impact of changes in the external environment on Hong Kong enterprises.


  Under CEPA, business opportunities are everywhere. If we are to seize the opportunities arising from our country's development and actively explore the Mainland market, the Government must actively play its due role in assisting various trades and industries to explore business opportunities in the Mainland. The development and policies of the country have also provided unprecedented opportunities for Hong Kong's financial industry. The Government should strengthen its support for the development of the financial industry and work with the industry to bring into play Hong Kong's financial strengths and enhance Hong Kong's status as a national and global financial centre.


  Sustained economic development is the foundation of Hong Kong's prosperity and the livelihood of its citizens. As Hong Kong is a capitalist free economy, we cannot demand an even distribution, but all sectors of the community, including the middle class and the grassroots, should be able to share the fruits of economic development in an appropriate manner. When people's livelihood is improved and they can stand on their own feet, and those who cannot support themselves and solve their housing problems are also properly taken care of, society will have the basic conditions for harmony and stability. The public will then be able to appreciate the importance of economic development and support the Government's economic policies. I must stress that we do not need a drastic change in policy, but only a moderate amount of action and a steady pace of change.


  For social and economic development to take place, the governance of the Government is very important. The Government must truly be people-oriented in its governance. We need to communicate and we need to make decisions. We cannot be conformist, let alone meticulous.


  To build Hong Kong into an inclusive, pluralistic and civilised international city, the Government must be pragmatic in its governance, open, fair and impartial, have transparency, uphold integrity and win the trust of the people, and we must uphold the rule of law and protect the freedom of speech and the press in Hong Kong. I would like to emphasise: Hong Kong has an excellent, professional and efficient civil service team, and Hong Kong's political participation team is growing day by day. To strengthen the government's governance, these are strong dependencies. The participation of the public, in the decision-making process, is equally important.


  Pragmatic governance to promote democracy


  The people of Hong Kong seek democracy. We need to promote the democratic process in Hong Kong in accordance with the provisions of the Basic Law and the relevant decisions of the National People's Congress, and to promote social development in a democratic and civilised manner.


  Fourteen years after the reunification, Hong Kong has made certain achievements. What we need is not a major reform, but a change, a change in a stable manner. We do not need to be "spectacular", we just need to be serious, to push forward our governance, to promote social progress and to benefit the whole community.


  The Chief Executive election to be held in March next year will have historical significance. As I announce my candidacy today, I am grateful to those who have trusted and supported me all along. In the next four months, I will be sincere and open-minded, and I will work with the public to brainstorm and formulate a political platform; I will also be determined to win the votes of the Election Committee and continue to win the recognition and support of the 7 million people with my ideas, platform and ability.


  Hong Kong is our home, where generations of Hong Kong people have lived together. Our parents thought of settling back in their hometown; our generation, too, has thought of going far away from home. Today, the future of our new generation, including our young friends here, lies not elsewhere, but in Hong Kong, their home. We can have new hope and a new atmosphere as long as our two million or so small families, united in their goals, coalesce into one big Hong Kong family.


  Four years ago, when the Professional Commons organised a traineeship programme for professional firms, a Form 5 student in Tin Shui Wai who had participated said at the sharing session, "The greatest lesson I learnt from doing a traineeship with a barrister is that he is a human being and so am I. What he has done, I can also do if I work hard".


  At that time, I thought to myself, "The Hong Kong we want is the Hong Kong that "if we work hard, we can do it". The spirit of Hong Kong is "if you work hard, you can do it".


  Facing the future, we have opportunities as well as challenges. But Hong Kong people have the insight, the ability, the courage to face difficulties and the ability to adapt. As long as we do not get ahead of ourselves, do not underestimate the opportunities before us and work together, I believe that Hong Kong will be able to maintain its prosperity and stability. For the sake of the seven million people and for the sake of Hong Kong's next generation, I am duty-bound to stand for election.


  Every step I take towards announcing my candidacy today is like the path my mother walked with her feet rooted, marking my pursuit of ideals. I believe that every Hong Kong citizen can continue the perseverance of the previous generation and move forward with will and hard work towards their goals. Hong Kong needs new hope, new energy, values and ideas, effective leadership, and change in stability. Hong Kong needs us, and I hope that the seven million people of Hong Kong will be able to stand together, with one heart and one mind, to support Hong Kong.

   我决心参选行政长官以来,短短几个月,令我对各界的诉求有了更深刻的体会,也坚定了我为全港市民服务的决心。

    三个月来,我和我的竞选团队马不停蹄,走遍18区,在各区举办「齐心写政纲」咨询会,全面近距离接触各阶层的市民,和各地区的大小企业,了解大家的心声。我也不断出席活动,接受选委的质询,聆听选委的意见。整个过程都向公众公开,传媒也与我形影相随。我知道,镁光灯照着我走的每一步,我提的每一个想法都会被大家审视,我的每个承诺都被纪录,都要对市民和自己负责。

    我面对选举委员会,也面向七百万香港人,把自己对于「家是香港」的愿景向市民推心置腹,将自己的理念和政策纲领开诚布公。

     诸葛长青:家是香港」,非常吸引人的口号。

    我相信选举,相信市民的力量。我也相信团结社会各界、各行业的重要。参与选举,是一个令人谦卑的过程,让我认识到自己的不足,体会到社会的集体智慧,更知道接受市民和传媒监察的重要。

   1127日的参选宣言中,我强调「经济持续发展是香港繁荣的根基,是市民生活的依靠,我们不需要政策大变,只需要“适度有为,稳中求变”。」   

   诸葛长青适度有为,稳中求变」,体现施政纲领。

    工商金融界一直是香港经济发展的主要动力,对香港贡献巨大,要促进持续和高速的经济发展,政府必须协助香港大小投资者和中小企业把握国家和全球经济发展机遇,开拓发展空间。

    我坚持诚信、法治、廉洁、自由、民主是香港的核心价值和繁荣稳定的基石,我会尽力保护每个市民的权利,确保市民的权利得到尊重。

    香港社会面对不少的挑战,我们要齐心一意,不畏艰辛,迎难而上,遇到困难就要认真应付,遇上分歧就要包容协调。我相信我们可以化解社会矛盾,对于价值观和政治立场多元化带来的不同意见,我们要多聆听,多包容,耐心寻求共识。

    本届行政长官选举对香港的未来发展至为关键。我承诺,如果我当选行政长官,我会继续维护法治、推动民主发展、提高管治、拓展经济、兴旺百业、改善民生、保护环境,与全香港市民一起建立一个更繁荣、更公义、更进步的香港,令大家安居乐业!

   我恳请各界别,各阶层和各地区的选委和全港市民给我支持!

各位香港市民、各位在座的朋友:

  大家好!多谢大家对我的支持。走过一条漫长的道路,今日,我宣布参加2012年的行政长官选举。

  作为一个基层子弟,我受到香港栽培和恩惠,才在人生路上有一点成绩,对香港,我一直怀着感恩和报效的心。近年,世界和国家急剧变化,香港不能不作出应对,因为社会上求变的唿声愈来愈高。我的心愿是能够在我生长的香港,和香港人共同努力,掌握机遇,克服挑战,把香港建设成为更繁荣、更公义、更进步的社会。

  写这篇宣言的时候,我想起已经过世的妈妈。很多人知道,我爸爸是清水衙门的警察,一家人在上世纪六十年代穿胶花买楼,但大家不知道,我妈妈是扎脚妇女。我扎脚的妈妈,孭着几十磅胶花,来回走二十多分钟路到山寨厂的情景,令我毕生难忘。小学时候,我就每天孭着胶花陪妈妈走这段路。妈妈用坚强的意志为我们叁姐弟,辛劳打拚。成长的经历,令我深刻体会到:人穷志不短,香港就是这样一步一步爬上来,成为国际一流城市。

  当然,今日香港的生活已经大有改善,但社会仍有大大小小的问题需要迫切面对和解决。过去几年,我经常落区,探访社会各阶层的市民,听他们讲生活问题和对政府施政的意见、建议和期望。只要有一张椅,只要你肯讲,我就肯听。我非常感谢市民大众的真心说话。无论是商店老板、中产家庭、基层工友,退休长者,青年学生,抑或少数族裔,你们的心声很清楚:部分人对香港不明朗的前景感到困惑迷失,不敢憧憬,少了希望。他们的说话,令我一次又一次反思。

  有志竟成向上流动

  是什么令部分本来坚毅不屈的香港人失去信心呢?

  从1984年中英谈判进入关键阶段开始,我参与和见证了香港回归整个过程的工作,在长达十五年的过渡期中,香港社会曾经出现过不安,但我们凭着克服困难的斗志,顺利回归。我深信,香港成功实践「一国两制」,除了国家的支持,靠的就是香港人的意志和承担。我相信,只要香港以坚毅精神面对未来,香港人一定能够携手克服任何挑战。

  今日香港社会面对不少问题,亦受深层次矛盾困扰。但香港得天独厚,我们是国际金融、贸易和航运中心;我们的国家朝气勃勃,给予香港多方面的支持;亚太地区经济快速发展,这些都是客观条件。只要我们善用国家给予的支持,把握好内地和地区发展的机遇,促进持续和较高速度的经济增长,不但工商专业界可以更有可为,年轻一代也会有向上流动的机会,纾解社会民生的深层次矛盾。

  经济政策适度有为

  工商金融界一直是香港经济发展的主要动力,对香港贡献巨大,要促进持续和较高速度的经济发展,政府必须协助香港大小投资者和中小企业,寻求发展空间,减轻外围环境变化对香港企业可能造成的冲击。

  CEPA之下,商机处处,我们要抓紧国家发展的机遇,要积极开拓内地市场,政府就要积极发挥应有作用,协助各行各业在内地争取商机。国家的发展和政策也为香港金融业提供了前所未有的机遇,政府应加强对金融业发展的支持,与业界共同发挥香港的金融优势,提升香港作为国家和全球金融中心的地位。

  经济持续发展是香港繁荣的根基,是市民生活的依靠。香港是资本主义自由经济体,我们不能要求平均分配,但社会各阶层,包括中产和基层,应该可以恰如其分地分享经济发展成果。当市民的生活得到改善,自力可以更生,而未能自食其力和未能解决居住问题的巿民,也得到适切的照顾,社会就有了和谐稳定的基本条件。市民就能体会到经济发展的重要,支持政府的经济政策。我必须强调,我们不需要政策大变,只需要适度有为,稳中求变。

  社会和经济要有发展,政府的管治非常重要。政府施政,必须真正做到以民为本。我们需要沟通,也需要决策。我们不能因循,更不能苟且。

  建设香港成为包容、多元化和文明的国际城市,政府施政必须务实,公开、公平、公正,有透明度,坚守诚信,取信于民,我们要维护法治,保障香港的言论和新闻自由。我想强调:香港的公务员团队优秀、专业和高效,香港的参政队伍也日渐壮大,要加强政府的管治能力,这些都是有力的依靠。在决策过程中,市民的参与,同样重要。

  施政务实推进民主

  香港市民追求民主,我们要按照基本法的规定和人大的有关决定,推进香港的民主进程,并且以民主和文明的方式,推动社会发展。

  回归十四年,香港已取得一定的成就。我们需要的,不是大的改革,而是转变,是稳中求变;我们不必「轰轰烈烈」,只要认认真真,推动施政向前,推动社会进步,让全社会受惠。

  明年叁月举行的行政长官选举,有历史意义。今天,我宣布参选,我要感激一直以来,信任和支持我的朋友。未来四个月,我会以真诚和开放的态度,同广大市民集思广益,共同制定政纲;我亦会坚定不移,以理念、政纲和能力,争取选委的选票,和继续争取七百万市民的认同和支持。

  香港是我们的家,一代又一代的香港人,在这里共同生活。我们的父母,想过回乡定居;我们这一代,也曾想过远走他乡。今天,我们的新一代,包括在座的青年朋友,他们的未来,不在其它地方,就在香港这个家。只要我们二百多万个小家庭,团结一致,目标一致,凝聚成一个香港大家庭,我们就可以有新的希望,新的气象。

  四年前,专业联盟举办专业事务所见习计划,参加过的一位天水围中五学生,在分享会上说:「我跟大律师做见习,最大的体会是:他是人,我也是人,他做到的,只要我努力,我也可以做到。」

  当时,我心里想:我们要的香港,就是「只要努力,就可以做到」的香港。香港精神是「只要努力,就可以做到」。

  面对未来,我们有机遇,也有挑战。但香港人有见识,有能力,勇于面对困难,善于随机应变,只要我们不妄自菲薄,不低估眼前的机遇,携手奋斗,我相信,香港一定能够保持繁荣稳定。为了七百万人,为了香港的下一代,我责无旁贷,决定参选。

  我走向今日宣布参选的每一步,都有如我扎脚妈妈走过的路,标志着我对理想的追求。我相信每一位香港人都能够延续上一代的坚毅精神,凭意志和努力迈向目标。香港需要新希望、新气象,需要价值观和理念,需要有效领导,需要稳中求变。香港需要我们,希望七百万香港人,能够齐心、一意,撑香港。

What are the acts of abstaining from killing and releasing

 戒杀与放生的行为包括哪些

 

 1. Do not kill a living being with your own hands.

 

  2. Do not abet others to kill.

 

  3. Do not help others to kill.

 

  4. Abstain from eating meat.

 

  5. Do not engage in trades related to killing.

 

  6Whenever there is worship, regardless of what is being worshipped, use vegetarian dishes, flowers and fruit, not animal gifts.

 

  7. If you see someone killing a human being, you should discourage them or buy the animal to be slaughtered with money and release it. If this does not work, or if the person does not sell the animal, then you should have compassion for the slaughtered animal, and even better if you can recite the Buddha's name or mantra for it.

 

  8. Do not abuse the animal.

 

  9Other actions that are contrary to killing.

 

  10. Abstain from killing and releasing animals yourself, and advise others to do the same. 

 

   1、不亲手杀生。

  2、不教唆别人杀生。

  3、不帮助别人杀生。

  4、戒除肉食。

  5、不从事与杀生有关的行业。

  6、凡有祭拜,不管拜的是什么,一律用素菜、鲜花、水果,不用牲礼。

  7、见人杀生,应加劝阻,或用钱将临宰之动物买而放之。若劝阻无效,或他不卖,则应对被杀之动物起同情心,若能为它念佛号或往生咒更好。

  8、不虐待动物。

  9、其他与杀生行为相反之行为。

  10、自己戒杀放生,也劝别人戒杀放生。
